This National Guard position is for a FAMILY PROGRAM SPECIALIST (Title 5), Position Description Number T5299000 and is part of the OK JFHQ, Oklahoma Army National Guard.
Duties
This position is located in the Joint Force Headquarters (State), Manpower and Personnel Directorate (J-1), Support Programs Division. The purpose of the position is to plan, develop, and direct the Family Program for National Guard and Reserve members and their families, including any family of deployed military personnel regardless of service or component (Army, Marines, Air Force, etc), who live in the vicinity at all levels of contingency and mobilization with operations throughout the state.
Serves as the Joint Force Headquarters (State) advisor to the Adjutant General (TAG) on family readiness, quality of life and other Family Program matters and as the policy advisor in the development and implementation of work/life services and activities.
Develops, directs, manages, implements, coordinates, and evaluates the human service delivery system to ensure that family program elements and support services are provided to military and family members, including any family of deployed military personnel regardless of service or component who live in the vicinity.
Programs provide assistance, guidance, and support that enhance the quality of life for members during peacetime and upon mobilization.
This includes family readiness, resource management, mobilization and deployment coordination, crisis intervention, outreach, volunteer recruitment, training, and management, Guard Family Action Plan and Guard Family Team Building, information, referral and follow-up, life skills education, review and analysis of program effectiveness, and youth development.
Initiates, develops, prepares and implements policy and guidance on assigned programs.
Interprets and adapts guidance, regulations, policies, and laws from higher headquarters and a wide variety of outside sources, tailoring it to the specific and unique needs of the diverse units.
Identifies, plans, and directs family readiness, mobilization, and deployment priorities based on mission requirements.
Provides or coordinates pre-deployment preparation to include financial readiness, medical, legal and family care plan awareness, Family Readiness Groups (FRGs), and other benefits and entitlements.
Ensures family assistance and support is provided throughout the deployment process.
Develops and provides reunion and reintegration programs and services.
Oversees all budget aspects for the Family Program.
Forecasts, procures and executes Army appropriated/non-appropriated and Air Force appropriated/non-appropriated funds for the family program, youth program, volunteer reimbursement, and contracting. Provides guidance on locally generated funds and corporate sponsorship.
Provides education, prevention, support networks, direct services, and coordination with local, county, state, and national agencies and organizations to support special populations (e.g. geographically and socially isolated, special needs, extended, and high risk families).
Coordinates and provides information, referral and follow-up for prevention and intervention in cases of family violence, mental illness, suicide, substance abuse, tragedy, etc. Plans, organizes, and oversees all aspects of volunteer management to include recruiting, training, retaining, and recognizing volunteers.
Responsible for the organizing, marketing, implementing, and monitoring of the Guard Family Action Plan and Guard Family Team Building including the tracking of volunteer hours and other data for trend analysis and recognition purposes.
Establishes, develops, and oversees the implementation of a comprehensive information, referral, and follow-up service in response to family needs.
Maximizes utilization of local community, state, regional, and national resources and networks to provide a safety net for families.
Requirements

- Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.
- The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- Irregular and overtime hours may be required to support operational requirements or contingencies.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver?s license is required.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
- This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
Qualifications
SPECIALIZED EXPERIENCE: Mustpossess one-year specialized experience equivalent to at least the next lower grade level. Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.
Knowledge of family readiness policies and its relationship to missions, functions, organization, major issues, work processes, goals objectives and programs in order to plan, develop, and implement programs designed to improve and maintain National Guard family readiness and quality of life.
Knowledge of analytical and evaluative techniques and methods (and the ability to adapt as appropriate) to analyze reports, gather data, review suggestions, and evaluate the effectiveness and efficiency of the National Guard family program sufficient; to recognize and define social problems, to reach accurate conclusions, and to measure and improve human services program effectiveness and productivity, and make recommendations for program improvement.
Knowledge of laws, regulations, policies, and precedents affecting the use of resources and related support resources (money equipment, and people) to implement the family program.
Thorough knowledge of human services matters and programs benefiting families, military, and technicians, in addition to policies, practices, and procedures, including methods used to establish program objectives or performance goals and assess progress toward their achievements and the impact military and family members' quality of life.
Ability to communicate effectively both orally and in writing to provide technical assistance, and guidance.
Education
There is no substitution of education for specialized experience for this position.
