DCSA's Chief Strategic Office is looking for a Management Analyst to conduct or lead studies, research, or analysis of DCSA programs under the Operations and Technology Pillar; areas of policy development, new legislation, new product development, processes or procedures development, information technology development, and program improvement design. Duties

As a MANAGEMENT ANALYST you will be responsible for the following duties: Conducts or leads studies, research, or analysis of DCSA programs. The scope of these projects may be in the areas of policy development, new legislation, new product development, processes or procedures development, information technology development, and program improvement design. Assignments frequently involve complexities related to significant changes in technology, policy or procedures being proposed. They also include coordination of activities that are required when starting new initiatives. Develops outlines of projects and work assignments, provides milestones and timeliness expectations, and is responsible for selecting analytical or research methodology, developing details of process or procedural approaches, and initiating any required coordination within DCSA organizations, or outside groups and agencies. Alerts the supervisor to any extraordinary complexities encountered, unanticipated problems or delays, and provides alternate approaches on highly sensitive or potentially controversial aspects of projects. Develops and updates regulations, instructions, or procedures and program guidance that govern the various DCSA investigations program operations. This may include DCSA issuances, internal directives, manuals, and instructions. Conducts or serves as a project leader on policy development, product development, information technology integration, and process improvement projects involving DCSA, external customers of DCSA. Most projects are of broad scope or involve significant complexities requiring a task force or study group approach. On such assignments, day-to-day directions are developed for the team by the employee with occasional general direction from the supervisor, team leader or other DCSA official.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience with a federal security program (to include personnel and/or workspaces), including the laws, Executive orders, regulations, policies, and procedures that govern the operations and the organizational structure and functions of an investigative organization; experience designing, analyzing, synthesizing, and evaluating information to achieve a desired goal, to include identifying and defining problems within the relevant context, gathering a wide range of information from multiple sources, accurately and precisely analyzing and evaluating the information, and identifying appropriate solutions or positions, distinguishing points, perspectives, strengths, and limitations; managing and monitoring business process improvement projects that include participants from various organizations and functions across an Agency; and utilizing clear, effective communication, taking responsibility for understanding others, organizing and expressing ideas clearly orally and in writing, keeping managers and others informed of the status of projects and activities, ensuring regular communication occurs based on the needs of the project or the individual, and clarifying the meaning and intent of other communications when they are unclear. Specifically you will be evaluated on the following competencies: 1.Business Analysis: Defining needs and recommending solutions that deliver value to process improvement, communication management, strategic planning, and policy development. 2. Management Analysis: Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization. 3.Program Management: Designs, implements and manages multiple or ongoing programs/projects, and directs the related resources, personnel and activities. 4.Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. 5. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Substitution of education may not be used in lieu of specialized experience for this grade level.
