About the Position: Serves as Realty Specialist as a team member for any of the teams established for the Civil, Military, or Special Projects and Support Branch.
NOTE: Occupational series (1170) is covered by ACWA at the 05 and 07 grade levels. Selectees at those grade levels will need to fulfill ACWA assessment requirements prior to placement.
Applicants may be selected at either the GS-05, GS-07, GS-09, or GS-11 grade level. The target grade of this position is GS-11.
Duties
Preparing correspondence required for the various real estate transactions including leases, offers, deeds, rights of entries, affidavits, subordination, out grants, transfers, etc.
Drafting clauses to be included in Options where title is being acquired subject to outstanding rights or where Vendor is reserving or excepting rights.
Preparing specifications and requisitions for issuance of Invitations for Bids for title evidence and title certificates.
Negotiating with state department heads, heads of political subdivisions, officers of large corporations, and individuals interested in acquiring excess properties.
Providing advice on methods of increasing utilization rates of property.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must possess a valid state driver's license to operate motor vehicles in accomplishing assigned duties.
- This position requires Temporary Duty Travel (TDY) over 30% of the time.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually thereafter.

GS-05 Minimum Qualifications: Your resume must describe at least 1 year of general experience including compiling correspondence and documents related to real estate projects; assisting higher graded staff in preparing for negotiations; and ensuring all Real Estate actions are processed and the files are documented in accordance with all appropriate laws and regulations. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
OR Education: Four-year course of study leading to a bachelor's degree.
OR Combination of Education and Experience: May be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours by 120. Add the two percentages.
GS-07 Minimum Qualifications: Your resume must describe at least 1 year of specialize experience including reviewing and researching real estate policies, procedures, regulations, and contracts related to federal in-leasing practices; assisting higher graded staff in real estate related tasks such as: developing lease requirements and completing leasing documents; maintaining an electronic or physical file database/system. This definition of specialized experience is typical of work performed at the second grade/level position in the federal service (GS-05).
OR Education: 1 full year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

GS-09 Minimum Qualifications: Your resume must describe at least 1 year of specialize experience including assisting with real estate transactions or related administrative work; participating in lease negotiations and/or managing existing leases for current projects; and assuring all real Estate actions are processed and the files are documented in accordance with laws and regulations. This definition of specialized experience is typical of work performed at the second grade/level position in the federal service (GS-07).
OR Education: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR Combination of Education and Experience: May be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11 Minimum Qualifications: Your resume must describe at least 1 year of specialize experience including analyzing and applying real estate policies and procedures to include interpreting mapping and legal descriptions; reviewing preliminary property title reports; negotiating with property owners; and reviewing completed work products to ensure they are technically sufficient and in compliance with existing laws, regulations, and guidelines issued by higher authority. This definition of specialized experience is typical of work performed at the second grade/level position in the federal service (GS-09).
OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR Combination of Education and Experience: May be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Superior Academic Achievement (for GS-07 eligibility only)
: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above.
