The primary purpose of this position is to serve as the Wing Diversity and Inclusion Coordinator for the 55th Wing and Offutt Air Force Base.
Duties
Develops, refines and implements the strategic vision for D&I on Offutt Air Force Base.
Implements D&I educational and training courses, and workshops.
Develops and utilizes institutional data, metrics, and research studies, and benchmarks best practices.
Represents the 55th Wing and Offutt Air Force Base at Air Force, MAJCOM, functional, national and regional D&I events.

- An advanced degree desired, preferably in Social Sciences, Sociology, Ethnic studies, Human Services, Human Relations, Diversity and Inclusion Education, or History (or an interdisciplinary degree combining any of these or related fields of study
- Cont. with an emphasis on critical theory of social structures
- Two or more years of experience in leading Wing-wide (or equivalent) programs in cultural competence and Diversity and Inclusion practices is desired
- Executive level experience in program development and management is preferred, ideally in positions of progressively higher responsibility; a high level of demonstrated personal initiative and leadership in significant group-oriented projects;
- Cont. creative problem solving skills, and the ability to rapidly formulate and communicate decisions; experience in resource management and allocation to include programming and budgeting significant funds;
- Cont. and the ability to present and defend independent positions on complex issues to sophisticated audiences
- Overtime may be required
- Requires short and extended periods of TDY within and outside of the continental United States
- Requires travel by any or all modes of military and/or commercial transportation
- May be required to perform other duties in support of the Wing staff during times of conflict or staffing shortages; may be required to perform duties in support of Diversity and Inclusion events,
- Cont. including escort duties of senior leadership and other duties as required
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: (1) providing authoritative guidance, advice and assistance on matters concerning diversity and inclusion related subjects; (2) developing effective strategies to achieve diversity and inclusion objectives in attraction and recruitment (as appropriate) or in processes related to the development, advancement, and/or retention of personnel; (3) creating diversity and inclusion training, presentations, workshops and/or seminars.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and understanding of cultural and social issues and the impact on the workforce and to provide technical expert Diversity and Inclusion advice to higher level management within the Wing, and Tenant Organizations.
2. Knowledge of talent management, leading edge D&I programs, practices, and procedures.
3. Knowledge in strategic planning, change management and implementation processes to include relating objectives, goals and initiatives to identified strategies.
4. Skilled in fostering collaborative relationships both within and outside the organization and clearly communicate complex material both orally and in writing.
5. Ability to develop, organize, manage and/or conduct complex and ambiguous research studies, present findings, options and recommendations to the executive level and to develop and/or implement D&I-related programs, education and training plans, and curriculum.
6. Ability to develop a wide range of qualitative and quantitative methods for assessing and improving D&I programs and policies and to synthesize information that may be of an ambiguous and/or complex nature and manage multiple projects simultaneously.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
- Name/Rank/Grade of Service Member
- Branch of Armed Forces
- Dates of Active Service (Start and End Date(s)
- Expected Date of Discharge/Release from Active Duty
- Terminal leave start date (if applicable)
- Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
- Must be certified within 120 days of anticipated discharge
- Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
