The primary purpose of this position is to serve as a command headquarters-level senior IT project manager, applying requisite knowledge, training, and experience to plan, organize, and determine necessary policies and procedures for the successful management of assigned major command projects(s), program(s) and activities.
Duties
Serves as the cloud migration, integration and virtualization lead network engineer to the AETC Director of
Communications, providing expertise in DoD cloud hosting, application and hardware virtualization and
security to facilitate policies, plans, implementation and innovation.
Manage projects involving server consolidation, software migrations, and infrastructure consolidation/moves,
including initial implementations and upgrades as well as experience with managing service improvement
programs from inception through implementation.
Develops detailed plans, goals, and objectives for implementation of assigned AF-level and major command level
Information Technology (IT) project(s).
Gathers and analyzes customers' functional requirements, and translates these requirements into technical
solutions and costings.
Develops IT policy and guidelines.
Prepares and presents high level briefings of conclusions; many are highly subjective and not readily
verifiable until actual operational situations are encountered.

- DOD NATIONAL RELOCATION PROGRAM (DNRP) is authorized.
- This position requires the incumbent to possess at least one relevant certification (AWS-CSA Professional, CCTP, CompTIA Cloud+, MCSE: Private Cloud, VMware VCP6 - Cloud), and maintain currency, as a condition of employment.
- Three years experience in the cloud and virtualization IT environment is highly desired.
- May be required to travel TDY as directed by management, sometimes on short notice and including overnight stays, traveling by military or commercial aircraft or by any other designated means.
- Must be able to obtain and maintain a Secret Clearance.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management (Alternative A).
SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have one year of specialized experience equivalent to the GS-12 grade level which includes Expert knowledge of IT project management methodologies, concepts, tools, principles, and approaches; Expert knowledge of cloud computing and virtualization methodologies, concepts, tools, principles, and approaches; and extensive knowledge of current cloud computing and virtualization information systems technology, capabilities, risk, business applications, and trends
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge of cloud computing and virtualization information systems technology concepts, capabilities, risk, business applications as well as experience designing and deploying virtualization infrastructure hardware and software.
Extensive knowledge of cloud and virtualization IT systems life cycle management, to include requirements analysis, development of technical and functional solutions/costings, acquisition, implementation, testing, operations and maintenance, evolution, and end of life. Knowledge of applicable DoD, Air Force, Command instructions and public laws as they apply to IT strategy, planning and acquisition of cloud and virtualization infrastuctures.
Ability to plan, organize, lead, and manage multiple, complex cloud and virtualization projects simultaneously; and to use a broad range of IT service management, governance, concepts, tools, principles, best practices, and approaches to manage projects, and guide project participants, so as to ensure cost, schedule and performance requirements are met.
Skilled in analyzing functional requirements and, using in-depth knowledge of cloud and virtualization technologies, IT hardware/software, emerging technologies, and business processes, to translate those functional requirements into sound technical solutions.
Ability to communicate effectively both orally and in writing, including analyzing complex technical scenarios, and translating them into senior level management briefings or decision papers, statements of work, etc; analyze facts and data to make sound decisions, even in uncertain situations, and understand the direct and indirect impacts of those decisions.
Skill in leading and motivating project teams, working effectively with others, and ability to gain and maintain good working relationships in a variety of situations; includes dealing effectively with individuals of varied backgrounds, and building them into a team that will work cooperatively toward goal accomplishment.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
