You will serve as a MANAGEMENT ANALYST in the MANPOWER DIVISION, CODE 1120 of SOUTHWEST REGIONAL MAINTENANCE CENTER.

Duties

You will manage manpower using Navy's Total Force Manpower Management System (TFMMS). You will provide advice, guidance and assistance to programs in the uniform interpretation of directives and guidelines regarding the Navy's Manpower program. You will gather and analyze data, develop various charts, reports, and tracking systems to monitor manpower efforts for the Executive staff. You will gather, interpret, and analyze narrative and statistical information and provide recommendations for manpower to the Business office. You will coordinate Manpower program issues with the Business Office in order to effectively manage manpower requirements. You will issue allocation documentation based on validated requirements from review or operating plans and information already captured from automated systems. You will maintain required Manpower documentation and requirements justifications; validates people/TWMS data.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the GS 12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector evaluating organizational manpower requirements and using analysis techniques (e.g., qualitative or quantitative studies, assessments, structural reviews, studies, and/or developing staffing plans) to develop recommendations for management that identify and resolve manning and personnel issues. For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector gathering and analyzing organizational manpower data to develop reports or studies identifying manning or personnel problems and make recommendations to improve manpower program operations. This position allows for substitution of education as follows if related to the position:

For the GS 11:

Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Successful completion of an LL.M. degree that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
