This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This vacancy exists within the office of the PEO CS & CSS Force Projection. However, the referral list generated by this announcement may be used to fill future vacancies in the PEO CS&CSS and/ or PEO GCS with locations at Warren, MI and/or Selfridge ANGB, MI.

Duties

The incumbent performs a wide range of strategic planning and analysis processes that affect operations. Participates in strategic planning processes and associated continuous improvement efforts. Evaluates and recommends planning strategies to develop the strategic vision, goals and supporting action plan. Assists the staff in preparation of annual performance metrics to implement the leadership's intent. Performs studies of substantive functions, processes and operations within the organization. Provides advice and assistance to managers and others concerning recommended organizational, function and/or process changes as well as implementation of improvements. Performs management of non-technical aspects of the organization's Knowledge Management Program. Supports various program and knowledge management initiatives to include, project management input, various reporting systems, commercial activities and strength management.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectee must meet position requirements for practitioner certification in (A) Program Management within 60 months as of entrance on duty
  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must clearly describe at least one year of specialized experience equivalent to the NH-02 level that includes the ability to (1) Evaluates and recommends planning strategies to develop the strategic vision, goals and supporting action plan.; (2) Provides advice and assistance to managers and others concerning recommended organizational, function and/or process changes as well as implementation of improvements.; (3) Develops statements of work, facilitates modifications and performs general knowledge management support; and (4) Develops written and oral reports/reviews of program performance status and progress for presentation to senior management. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (or GS-11 equivalent)
