About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 470th Military Intelligence Brigade located at Fort Sam Houston, Texas.

Duties

Serves as Administrative Officer for the 470th Military Intelligence Brigade to manage the Civilian Personnel Program. Manages and directs the full range of civilian personnel functions. Acts as the primary technical advisor to the Commander, Deputy Commander, subordinate commanders and staff on all issues involving human resources management, strength management and program management. Exercises complete administrative and technical supervision over employees assigned to the office.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret security clearance based on a single scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • TDY will be required 15% or less of the time
  • All INSCOM employees may be subject to extended TDY or worldwide deployments, including to hostile fire zones during crisis situations to perform mission essential functions as determined by management.

Specialized experience is defined as: Assisting in the planning and directing of personnel-related activities of an entire Human Resource Office; Interpreting, analyzing, and applying higher headquarters guidelines, regulations, and policies to operating goals and objectives; developing the budget for an entire Human Resources Office; and, advising management on the proper organizational structure based on mission requirements and workload. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-12).
