About the Position: Serves as Administrator Officer responsible for the full range of management and operational analysis of programs and resources to ensure programs, manpower, processes, projects and objectives are accomplished effectively and efficiently.

Duties

Exercises independent judgment in making decisions on personnel management, budget and management controls, methods and procedures. Monitors management data from various systems, to identify action requirements to track a variety of actions of interest to management. Maintains human resources management files in accordance with Command, MACOM and DA policy for routine inspection and historical reference. Manages the civilian personnel management program within the 412th CSB and subordinate activities to support the CSB's mission. Advises management on recruitment strategies, sources and special programs Prepares budget justifications for fiscal resource planning. Investigates finding solutions to complex position management problems hat have potential impacts on positions and employees. Establishes internal policies to ensure personnel and property are recognized. Generates reports on status of all personnel actions across the organization. Implements procedures for budget control of funds. Consolidates data gathered by field offices to ensure all reports are validated prior to submission to higher headquarters. Develops staffing plants to forecast hiring needs to meet mission requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the employee to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires submission of a Financial Disclosure Statement OGE Form 450, pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position has a occasional Temporary Duty (TDY) or business travel requirement.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementFinancial ManagementManages and Organizes InformationPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
