The primary purpose of this position is to Serve as the Air Base Wing (ABW) A-Staff logistics readiness technical advisor to the ABW/CC and wing, mission partner HHQ and community partners. Provide executive level advise and technical expertise to strategic planning and execution of logistics mission sets supporting home station and deployed requirements.

Duties

Serve as the 502d Air Base Wing technical expert for installation logistics support in support of 268 mission partners. Execute and advise on strategic force development and long-range implementation of basing support to assigned, support equipment, weapon system spares, and logistics analysis. Resource management. Apply Air Force Material Command, DLA and other joint services' Logistics Readiness experience to analyze, develop, and evaluate detailed plans, goals, and objectives to build logistical support programs and make wing level decisions. Represents the 502 Air Base Wing with a variety of installation and functional area organizations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Mangement Positions, Logistics Managment Series 0346 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Broad knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, regulations and laws applicable to a full range of logistics management responsibilities. Work requires considerable skill in applying this knowledge to plan and accomplish a variety of complex work assignments and or to identify, analyze, and resolve logistics management issues or problems. Expert knowledge of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations, while adhering to compliance of rules and regulations issued by the agency. Extensive knowledge of base level resource management, including both staffing and budgeting to include knowledge of regulations and practices pertaining to programming and budgeting for logistics functions. Expert knowledge of Air Force Incident Management System (AFIMS) and all aspect of crisis management from incident command through emergency operations center to crisis action team. Knowledge of complex inter-relationships of the ABW missions, understand the breadth of the support mission and the function of each ABW unit with ability to optimize effects across the support mission areas. Extensive knowledge and understanding of major issues, USAF, MAJCOM, wing and group goals and objectives, work processes and administrative operations of the organization, and how these interact. Knowledge of military command structure, missions, programs, organizational relationships and program goals and objectives to develop options for effective organizational strategy and long term vision. Ability to communicate clearly (daily) with squadron leadership, functional experts, senior leadership and support industry representatives. Knowledge at planning, organizing and a team and to be able to negotiate effectively with senior level management. Ability to manage focused team projects, including initiating, organizing, and directing team efforts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inΒ­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include cargo and passenger movement, supply chain management, equipment and vehicles management, vehicle maintenance, warehousing, deployment planning and operations, personal property movement, global fuels and cryogenics, quality Assurance, and logistic plans under peacetime and wartime conditions to develop and recommend policies and procedures for the squadron. 2. Knowledge of safety, and security, regulations, practices, and procedures 3. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations and in formulating solutions to complex problems. 4. Ability to analyze, plan, and adjust work operations of subordinate installations/organizational segments to meet program requirements and objectives within available resources 5. Knowledge of AF, DOD, Joint Services and Agencies operational doctrine, policies, concepts and principles affecting requirements development. 6. Ability to communicate both orally and in writing, clearly concisely and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
