Duties

Directly responsible for planning, organizing, and directing, and executing all activities of the System Sustainment Management, Life Cycle Logistics, Maintenance Management, and Product Support function in the Division, ensuring Quality Assurance (Maintenance Management, Cyberspace Support, & Supply Chain Management), Life Cycle Logistics Workforce Development, Maintenance Workforce development, Product Support (Acquisition & Sustainment), Product/Technical Data Center, Compliance Management, Supply Chain Management Policy/Systems comply with legal and regulatory requirements and meet customer needs. Exercises supervisory personnel management responsibilities. Provides strategic planning and represent the Division, Center, and Command with a variety of installation Life Cycle Logistics and Product Support functional area organizations. Serves as the expert advisor on all products support, system sustainment management, life cycle logistics and product support issues to the Senior Materiel Leader and provides executive level communications with other Senior leaders on policies to resolve critical issues.

  • This is a Life Cycle Logistics Level 3 position and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.

Qualifications

Conditions of Employment Continued This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate Component Official (i.e., the Chief of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary) or if the employee is "grandfathered" under 10 U.S.C. 1736 (c)(1), the following are statutorily mandated requirements (Reference 10 U.S.C. 1733 and 1737): Employee must be a member of the Acquisition Corps at the time of appointment. Employee must execute, as a condition of appointment, a written agreement to remain in Federal Service in this position for at least 3 years. In signing such agreement, the employee does not for feit any employment rights, nor does such agreement alter any other terms or conditions of employment. Employee may be required to work short/no-notice overtime. PCS expenses if authorized will be paid IAW JTR and Air Force Regulations. Selectee must complete required certification level 3 in Life Cycle Logistics within 24 months of assignment. This position has been designated as Key. In the event of a crisis, selectee must perform the Key duties until relieved. This position cannot be vacated during a national emergency or mobilization. Requires the incumbent be removed from military recall status. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Using qualitative and quantitative methods for the assessment and improvement of complex logistics management processes and program effectiveness. Ensuring employees adhere to safety, security, personnel management and Equal Employment Opportunity (EEO) regulations, practices, and procedures; Ensuring the safeguarding of classified information; Developing and implementing innovative logistics approaches and solutions using the life cycle logistics approach. Managing supply chain functions, evaluating the feasibility and compliance and providing logistical advice or solution options. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of multi-disciplinary logistics, product support, system sustainment management, technical management policies, goals, missions, roles, functions, organizational structures, and operation of National INTEL Agencies, DoD, Air Force, AFMC, AFLCMC that govern, interface with and/or influence system acquisition, system sustainment management, and integrated life-cycle management processes. 2. Expert knowledge of techniques for gathering, analyzing and measuring effectiveness, efficiency and productivity of product support and system sustainment, and acquisition programs activities to ensure all programs are within schedule, baselines, costs, etc.; and of the activities and purpose all personnel and ability to coordinate such aspects of the system acquisition, products, system sustainment areas all functions as to effectively integrate and implement program direction. 3. Skill in satisfying resources against approved programs; planning, presenting, and executing budgets; analyzing budget impacts on programs; forecasting long-term funding requirements; reviewing, evaluating, and presenting data; and supporting analysis of logistics and product support management programs and activities' specialized documentation. 4. Ability to plan, organize, and direct teamwork, and to negotiate with management to accept and implement recommendation's where the proposals involve substantial resources, require extensive modification to product support and system sustainment management documentation, established procedures, or may be conflict with the desires of customer activities. 5. High level ability to gather, analyze a variety of information to plan, organize, integrate and manage a variety of product support and system sustainment functions and personnel to provide appropriate program support, adjust work operations of one or more organization segments to meet program requirements and objectives within available resources. 6. Highly skilled in the ability to communicate effectively, both orally and in writing. 7. High level knowledge of other acquisition function roles in the system acquisition process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
