Duties
You will advise and explain personnel processes and procedures on a one-on one basis to senior level officials and employees.
You will coordinate NCIS program operations and advise management officials and the NCIS workforce.
You will analyze Federal Workers Compensation operational feature and develop new methods and procedures to identify or minimize human and financial lost.
You will prepare guidance and ensures that NCIS OWCP regulations, directives, policies, and directives systems are effectively administered and consistent with governing and changing policy.
You will provide subject matter assistance and guidance on the myriad of Federal employee leave programs
used within NCIS (e.g., Family Medical Leave Act, Voluntary Leave Transfer Program, etc.).
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You may need to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

- Experience or familiarity with counseling and processing workers' compensation program or similar HR Program experience.
- Familiar with OWCP Policy and Department of Labor (DOL) guidance related to workers' compensation.
- Ability to work with Employees, Supervisors, as well as other Navy and DOL stakeholders.
- Ability to research and provide technical expertise, program, and policy advice and guidance to employees and leadership on workers' compensation matters; and
- Ability to understand and apply DOL, Office of Workers' Compensation regulations and guidance.
