You will serve as a PROGRAM ANALYST, NH-0343-03 in the Non-Program Related Engineering (NPRE) within Air Systems Support of NAVAL AIR SYSTEMS COMMAND.

Duties

You will analyze and develop plans, alternative, impact statement and program criteria concerning policies, procedures, practices and other management aspects needed for ILS life cycle support of aircraft systems, equipment and services. You will develop and provide ILS guidelines for Non-Program Related Engineering, and convey guidelines to aviation program offices, national competencies as well as senior leadership. You will responsible for the resolution and integration of logistics, engineering and sustainment readiness issues, including issues affecting overall organization and Sustainment Group functions and programs. You will oversee the development and execution of NPRE spend plans, develop and defend Program Objective Memorandum (POM) cycle funding requirements throughout the Future Year Development Program (FYDP).

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of specialized experience: Understanding of Non-Program Related Engineering (NPRE) activities, aviation maintenance, engineering and logistics support sufficient to develop, revise and interpret headquarters level policies and procedures that serve as guidance to Program Teams and field activity representatives; Understanding of modeling procedures, including understanding/ development of algorithms, metrics and variables as they might apply to sustainment of naval aviation systems and equipment; Understanding of Planning, Programming, Budgeting and Execution System (PPBE) necessary to manage the NPRE Air Systems Support sustainment budget activities.
