You will serve as a Program Analyst in the Program Management Group of NAVAIRWARCENAC DIV supporting PMA-298 as the Lead Operations Officer This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Duties

You will serve as the central point of contact within the Program Office for all tasks, actions, briefs, efforts. You will serve as Facility Coordinator, taking care of all issues related to the building and equipment within, managing all seating in the office. You will serves as the backup for the Trusted Associate Sponsorship System, this system is used to sponsor contractors to get the Common Access Card. You will assist the Program Integrator as necessary to prepare briefs (PMRs, Summit, etc.), organize meetings. You will assist in managing the annual update of the Program Operating Guide (POG). You will serves as the POC for document server storage, management, archiving and general server housekeeping to include the migration and continued use of SharePoint for all teams and program office pertaining to a specific program. You will monitor training completion for all Personnel. You will participate and lead in formal and informal meetings, conferences, and committees with senior leadership, Group Heads, representatives of other commands, and industry. You will utilize skill in negotiating significant or controversial issues, to include but not limited to, recommendations affecting the program, funding, and significantly changing the nature and scope of the program.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the DA-05 grade level or pay band GS-12/13 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing a wide range of technical and business systems, processes, and practices used to manage weapon systems acquisition; 2) Reviewing, analyzing, and implementing higher level procurement policies; 3) Managing project/program requirements, objectives and metrics, and resolving conflicts among schedules, funding, and resources; 4) Identifying opportunities to incorporate process improvements and best practices utilizing customer feedback, internal and external audits, self-assessment, and lessons learned activities; 5) Advising management and colleagues on difficult problems, conducting special studies, proposing options and alternatives, and representing a command.
