You will serve as a LEAD PROGRAM ANALYST in the SYSTEMS ACQUISITION GROUP, PROGRAM MANAGEMENT DEPARTMENT, INTEGRATED AND COMMON SYSTEMS DIVISION, PMA-260 SUPPORT BRANCH of NAVAIRWARCENAC DIV.
Duties
You will provide acquisition expertise, coordination, and support to IPT Lead and the PM/PDPM for all ACAT and non-ACAT programs.
You will coordinate external acquisition performance reports such as Contract Performance Assessment Reports, Informal Performance Assessment Reports, the Research, Development, and Acquisition Information Systems, and Congressionally mandated SARs.
You will develop and coordinate all acquisition documentation for all ACAT level programs including, but not limited to, Acquisition Plans, Acquisition Strategies, Justification and Authorizations and Acquisition Program Baseline Agreements.
You will serve as the primary interface with external organizations, including PEO, NAVSEA, ASN, OPNAV, and OSD, regarding all acquisition matters.
You will lead all Procurement Planning Conferences, executing Procurement Planning Agreements and providing technical assistance with procurement initiation and Procurement Initiation Documents.
You will coordinate events leading up to all Milestone Decision and lower level acquisition decision meetings.
You will advise on policy, approaches, and procedures to improve efficiency and effectiveness of acquisition management practices within the PMA organization. Recommend methods to improve the movement of procurement documentation.

- This is a Cyberspace Workforce position. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DA-05 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing a wide range of technical and business systems, processes, and practices used to manage weapon systems acquisition; 2) Reviewing, analyzing, and implementing higher level procurement policies; 3) Managing project/program requirements, objectives and metrics, and resolving conflicts among schedules, funding, and resources; 4) Leading and coordinating with team members to achieve specific tasks, produce work products and services, and resolve issues to meet program goals; and 5) Advising management and colleagues on difficult problems, conducting special studies, proposing options and alternatives, and representing a command.
