You will serve as a MANAGEMENT ANALYST (Senior Acquisition Analyst) in the Acquisition Support Division (ASD), Prototyping, Instrumentation and Experimentation (PIE) Department, and Digital Analytics, Infrastructure and Technology Advancement (DAiTA) Group of NAVAIRWARCENAC DIV.
The incumbent acts as the subject matter expert for ASD and is responsible for working with leadership in developing the ASD acquisition strategy to effectively execute the DAiTA/MSG comprehensive acquisition portfolio.
Duties
You will develop a comprehensive acquisition management strategy that supports technical requirements analysis to meet pre-award, source selection, and post award contract administration milestones.
You will provide expert management and analysis of the technical requirements development portion of the NAWC contract process and develops the strategies in support of ASD’s acquisition management portfolio.
You will lead technical evaluation teams of TPOCs reviewing the technical requirements portion of contractor proposals.
You will perform extensive analysis to ensure that DAiTA/MSG technical requirements are accurately reflected in the contract objectives and priorities.

You will work within several portals of contract documentation to include the Acquisition Management Suite, Procurement Integrated Enterprise Environment, and Contractor Performance Assessment Reporting System.
You will support hardware development for installation on aircraft either supported through the full spectrum of RDT and E and/or OM and N mission context.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12/13) grade level or pay band (DA-05) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Managing technical requirements of an administration for a contract, or portfolio of contracts, in terms of contract lifecycle (pre-award through executing post-award administration);
2) Providing the people, processes, tools, technical knowledge, and facilities necessary to plan, coordinate and execute the lifecycle procurement and acquisition strategy for the entire acquisition portfolio;
3) Developing a comprehensive acquisition management strategy that supports technical requirements analysis to meet pre-award, source selection, and post award contract administration milestones; and
4) Analyzing proposed and existing integrated plans and program policies as well as providing data to management which discloses trends, situations, deviations and problems.
