About the Position:
This position is with the 88th Readiness Division (RD), Budget Division, Operation and Maintenance Army Reserve (OMAR) Branch, Resource Management Office located at Fort McCoy, Wisconsin.
The Directorate of Resource Management (DRM) is the principal staff office for programming, budgeting, financial execution, accounting support, audit readiness, and management functions for program funds and Base Operations (BASOPS) in the 19 state region.
Duties
Perform the full range of review and analysis functions in the formulation and presentation of budget submissions and in the execution of approved programs.
Receive, distribute, and administer all Operation and Maintenance Army Reserve (OMAR) funds issued to the Readiness Division, to include annual funding program, allotments, allowances obligation authorities, reimbursable and other funds instruments.
Recommend reprogramming of funds to ensure balance is maintained among major activities and that resources are used in the most efficient manner.
Analyze trends in funds utilization, and prepare periodic cost and performance reports to compare actual with forecasts.
Monitor funds for all applicable fund centers.
Check the accuracy and validity of obligations and expenditures.
Provide guidance concerning the legal and regulatory aspects of the acquisition and use of funds for program and administrative purposes.
Supervise employees engaged in budget development and execution functions.
Assign and evaluate work performance of subordinate employees.
Develop performance plans and counsel employees regarding their progress in meeting performance requirements, or actions needed to meet standards.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires Level 2 Financial Management Certification within 2 years of appointment.

Specialized Experience: One year of specialized experience which includes formulating and analyzing budget estimates and/or budget execution and phase plans; forecasting current and future funding requirements; coordinating and resolving special financial problems; advising management on budget execution; understanding the financial system processes and how to clear discrepancies; and supervising subordinates on methods, techniques, and systems of financial management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-12).
