About the Position: Fort McCoy is located in west-central Wisconsin, midway between Chicago and Minneapolis, just off Interstates 90 & 94. The family-friendly area offers excellent schools, outstanding outdoor recreation, and affordable housing.
Duties
Compile narrative and statistical information for managers.
Provide recommendations to Senior Management on budget related issues.
Interpret guidance and advise management and budget staff on legislative, policy, regulatory and Higher headquarters guidance and perceived implications.
Compile written reports to present to senior leaders and mid-level management.
Compile data and prepare presentations for use in briefings.
Monitor execution of funds in comparison with planned execution; make recommendations for funding adjustments as required.
Manage allotment to ensure funds are available to support planned programs.
Analyze budget data to determine availability and correct type of funding to support budgetary requirements.
Collect, review, validate, and analyze historical budget and program data to compile future budget requests.
Ensure costs are accurately reported in various financial management systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Financial Management Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program within 24 months of appointment.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes 1) analyzing, interpreting and applying complex legislative, policy, and regulatory decisions to develop budgetary plans, policies, and guidance, and to make adjustments to the budget; 2) providing advice and assistance to managers in the development of budget estimates and related supporting documentation; 3) applying budget processes, procedures, and requirements to formulate, justify, present and monitor the execution of budget; and 4) preparing written and oral presentations concerning budgetary and administrative action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
