About the Position: This JPEO-CBRND Budget Analyst, NH-0560-03, position will be assigned to the Joint Project Manager for CBRN Sensors (JPM CBRN SEN). The NH-03 pay band encompasses grades 12 and 13 under the General Schedule (GS) system.
Duties
Responsible for the interpretation of budget related laws, regulations, policies, methods, techniques, and processes such as Planning, Programming, Budgeting, and Execution (PPBE).
Coordinate with Program Managers on fiscal year spend plans as well as Obligations and Outlay development. Monitor and track obligations and expenditures to make recommendations for the redistribution of funds.
Certifies payment of all invoices processed by team members and enters data into various automated systems.
Evaluates invoices for accuracy, processes for payment after recording credits and charges, and transmits vouchers to the Defense Finance and Accounting Service (DFAS).
Prepares documents needed to process budget estimates, requests for supplemental appropriations, requests for reprogramming apportionments, and allotments needed to finance new programs or program changes.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at the Practitioner level in the Acquisition Career Field Business - Financial Management (BUS-FM) within 60 months of entrance on duty.
- Business travel required up to 10% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- THIS IS A FINANCIAL MANAGEMENT Level II Certified position. Incumbent of this position must be able to obtain certification within 24 months of appointment.
Qualifications
Position may be filled as a time-limited promotion or a time-limited reassignment not to exceed (NTE) 13 months by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments may exceed five years, however return rights may be impacted. Position may be made permanent without further competition at management's discretion

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
