About the Position: Provide responsive, cost-effective and compliant contracting solutions in support of Army Readiness, modernization, and soldier lethality.
This position is subject to the NH-04 / Tier3 Control Point (GS-14 step 10) of the ACCAPG Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) Business Rules.
Duties
Directs, guides, and coordinates the efforts of subordinates.
Evaluates and counsels subordinate staff. Budgets and administers funds for all assigned programs/operations.
Conducts negotiations and prepares business support plan/support agreement accommodating for assigned customers.
Reviews evaluations of subordinate employees; assures reasonable equity of individual employee performance objectives, standards, and ratings.
Interprets higher headquarters (HQ) planning, programming, and budget guidance for the various budget exercises conducted throughout the fiscal year for the ACC-APG Center.
Supervises the performance of various budget functions to facilitate the formulation, justification, and/or execution of budgets, and programs/projects.
Serves as the point of contact (POC) for fiscal policy issues/interpretations involving assigned appropriation account, as well as secondary policy issues for all appropriations for the ACC-APG
Responds to special taskings and requirements imposed directly by higher level management and higher headquarters on an as required basis to include TDA/Budget/Manpower data calls, and develops, prepares and submits the necessary documentation.
Requirements
- Must be able to obtain and maintain a Secret security clearance for the duration of the appointment.
- This is a Financial Management Level 3 Certified position. Incumbent is required to obtain Financial Management Level 3 certification within 24 months of occupying the position.
- This position has a Temporary Duty (TDY) or business travel requirement of up 25% of the time.
- This position is supervisory. A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

SPECIALIZED EXPERIENCE: One year of specialized experience which includes experience planning, directing, coordinating and implementing an organizational budget process; coordinating programming actions to support strategic planning; advising on all matters relating to resource management and planning issues; providing input to resource management budgetary plans and policies; experience with Planning, Programming, Budgeting, Execution and Financial management systems.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
