About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-14 grade Step 1 to the highest equivalent GS-15 grade step 10 in the broadband.
Duties
Develops budget/program processes, procedures, and guidance for executing financial management plans and programs.
Allocates funds to individual organizations/programs based on an analysis of budget estimates, historical expenditures, projected workload, and approved funding.
Monitors monthly obligations, expenditures, and work year limitations for assigned accounts.
Provides expert, impartial, and analytical financial advisory services for a major segment of the organization’s budget or for a total budget for one or more funds.
Prepares a variety of reports covering the status of funds, expenses, and obligations to advise program managers and management officials on the status and availability of funds.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret clearance.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for BUSINESS - FINANCIAL MANAGEMENT (BUS-FM) certification within 60 months as of entrance on duty.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position is a Critical Acquisition Position (CAP) and requires a 3-year tenure agreement. Must sign DD Form 2889 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- This position requires the incumbent to possess 4 years of Acquisition experience.

Specialized experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Executing Appropriated Funds (Procurement, Operations and Maintenance, Research, Development, Test and Evaluation), reimbursable and foreign military sales (FMS) funds according to fiscal law, regulations, policies, and/or procedures for the organization; 2) Providing expert analytical financial advisory service to senior leaders of the organization 3) Leading reconciliation processes and report on status of available and expiring funds.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-03 or GS-13).
