Duties
This position will serve as the Supervisory Budget Analyst (Branch Chief) for the Budget Execution Branch within ESI Business and Operations.
This position is responsible for the direct oversight of financial management personnel performing critical business operations such as financial execution and customer service functions including ATAAPS (timekeeping system) and DTS (defense travel system).
Manages the use of financial resources in the execution of the budget, including authorized fund distribution for allotted funds and customer orders.
Executes all mission and customer funds as appropriate, to include funding provided for reimbursable labor.
Analyzes and monitors execution against approved obligation plans and Office of the Under Secretary of Defense (OSD) goals.
Makes recommendations concerning any execution issues to the appropriate levels and advice managers and technical staff of alternatives in achieving organizational, financial and manpower goals and initiatives.
Establishes and maintains an internal operating budget to include budget formulation, review and approval process. Processes and certifies all transactions related to the execution of the budget. Monitors the development of Standard Labor Rates, and the maintenance of the Faces-To-Spaces and HR Mini-Master. Coordinates fiscal year-end financial reporting and certification requirements.
Provides policy, governance, advisory, training and operational execution and management in all financial matters across the Planning, Programming, Budget, Execution (PPBE) process.
This includes, but is not limited to: policy development; financial reporting; budget development, analysis and execution; systems maintenance and support; audit and internal control development, testing and reporting; and managerial accounting.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty (TDY) Travel of up to 25% of the time may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret Sensitive Compartmented Information (SCI) security clearance or access for the duration of employment.
- This is a Drug testing designated position and the incumbent is required to complete a drug test prior to appointment and periodically thereafter DA Form 5019.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Financial Management Level 3 Certification required.
- Supervisory > 25%
- Supervisory Probation may be required.

Specialized Experience: One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-03 pay band (GS-13 level) in the Federal Service which includes experience in ALL of the following areas: 1) Executing funds for an enterprise resource planning system such as GFEBS/General Fund Enterprise Business System or LMP/Logistics Modernization Program; 2) Financial execution and fiscal law, with various funding appropriations and reimbursable funding; 3) Clearing of old funding documents to include the use of the timekeeping system and travel policies; and, 4) Presenting briefings to senior leadership on the status of current programs.
