About the Position: Serve as Budget Officer and Deputy Chief, providing advice and guidance to the Chief, Resource Management Division, Winn Army Community Hospital Winn ACH.
Duties
Serve as Budget Officer and Deputy Chief, providing advice and guidance to the Chief, Resource Management Division, Winn Army Community Hospital Winn ACH.
Administers the hospital's overall budgetary management system.
Reviews and interprets new or modified legislation and regulations to implement local policy
Uses and maintains budget/financial systems to record and obtain information, especially the General Fund Enterprise Business System (GFEBS).
Provide ongoing review and assessment of existing budgetary programs with regard to effectiveness, efficiency, and ability to fund.
Serve as Deputy and primary technical advisor to the Chief and Command Team, with responsibility for planning, directing, and administering resource management operations.
Serve as technical authority on Winn ACH budget appropriation matters.
Plan and assign work to be accomplished by specialists, set priorities, prepares schedules, and critically reviews the work of budget analysts/technicians.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
- This position requires the employee to complete a financial disclosure statement in accordance with Joint Ethics Regulation (JER), Section 3, 7-300 through 7-306.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized Experience: One year of specialized experience which includes utilizing financial automated software, analyzing manpower and accounting reports, providing budgetary briefings to management or senior leaders and issuing written instructions or Standard Operating Procedures (SOPs) to the workforce. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12)
