Duties
You will perform or advises on work in any of the phases or systems of budget administration.
You will perform formulations of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
You will implement legal and regulatory controls over approved budgets; and providing advice on effective and efficient methods for the acquisition and use of funds to support the organization· s programs and activities.
You will work a variety of other fiscal, accounting, or financial management duties and responsibilities may also be performed by incumbents of this position.
You will analyze and recommend cost and benefits of alternative methods of financial management of organization's programs and admirative operations.
You will prepare reports of evaluation findings, conclusions, and recommendations for management, including documentation supporting the recommendations, as necessary.
Requirements

- This is a Financial Management Level 02 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final security secret clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a bargaining unit position.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the ???????GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: reviewing and evaluating budget requests, control, and reporting of obligations and expenditures; advising on phases or systems of budget administration; implementing legal and regulatory controls over approved budgets, and presenting and defending budget estimates before authorities.

Education
In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on an equivalent combination of education and experience as follows:
Successfully completed a Ph.D. or equivalent doctoral degree
or
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
or
Successfully completed an LL.M. degree that is related to the position being filled
or
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
