About the Position: This position is located at Naval Hospital Camp Pendleton, CA, Directorate of RM Budget.
Duties
Responsible through supervision of Financial Management Department staff and Subject Matter Experts (SMEs) for the efficient complex operation of financial management systems.
Provides authoritative advice in the development and implementation of local instructions, policy, guidance and objectives in all aspects related to Financial Management.
Adjust staffing levels or work procedures within the Financial Management Department at NHCP to accommodate resource allocation decisions made by Defense Health Agency and Department of the Navy Bureau of Medicine and Surgery.
Responsible for the technical review and quality of the work output produced by each of the divisions within Financial Management Department.
Extrapolating data reports and analyzing the information to provide constructive feedback to the Command on efficient execution of financial resources and business processes.

THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- Appointment to this position is subject to a one-year Supervisory probationary period.
- This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons in accordance with Army Regulation 40-562, Chapters 3 and 4.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position requires a Financial Management Level 3 certification. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized Experience: One year of specialized experience which includes: (1) managing administrative work of a fiscal, financial management, accounting, or budgetary unit; and (2) advising staff on financial posture of the organization (i.e. budget, accounting, and other related Financial Management work); and (3) utilizing financial automation systems such as General Fund Enterprise Business System (GFEBS) to maintain audibility; and (4) analyzing and compiling financial/budgetary information for preparation of reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
