You will serve as a Program Analyst (Contract Management) in the SURFACE WARFARE OFFICERS SCHOOL.

Duties

You will be responsible for input, quality control, error detection, corrections, reconciliation of data, reviewing, and developing methodology to be used in analyzing data for selected studies. You will develop acquisition strategies for the various components of curriculum packages including the determination of which elements of phases will be performed by contractors and what criteria will be used for selection and evaluation. You will participate in the contract negotiations and award process; design and mockup reviews; establish criteria and ensure the contractual requirements are met. You will analyze and manage long-range planning, programming, utilization of resources, and the determination of program and major projects.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing work utilizing knowledge in Federal Acquisition regulation (FAR) Fundamentals, Contract Planning, Contract Execution, Contract Management, Fundamentals of Cost and Price Analysis, and/or Source Selection and Administration of Service Contracts; 2) Utilizing instructional development methods and principles in developing plans or policies for measuring achievement of instructional objectives; 3) Performing cost comparison and trend analysis to determine a training program's resources; 4) Applying Knowledge of Surface and Expeditionary Warfare Training to provide guidance, identify problems and recommend solutions within a training program.
