You will serve as an IT SPECIALIST (INFOSEC)in the Tactical Systems Branch of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. This NT-04 position is equivalent to the GS-11/12 grade levels and this NT-05 position is equivalent to the GS-13/14 grade levels.

Duties

You will coordinate initial package preparation, assign team members to the package and establish the schedule and POAM (Plans of Actions and Milestones) for execution to full ATO (Authority to Operate) authorization. You will coordinate with the System/Network Program Managers and System Administrators to ensure all required artifacts are submitted to the team and ensures a thorough independent review is conducted on each artifact. You will ensure Control Assessments are conducted for each package. You will ensure vulnerability assessments, scans and security checklists are completed for each system, and evaluated by the assigned Information System Security Engineer (ISSE). You will utilize experience and validator skills to ensure cyber control and vulnerability assessments are tested and evaluated for each system. You will ensure all required documentation, including artifacts and vulnerability assessments are complete prior to authorizing submission of a Security Authorization Package to the appropriate Authorizing Official (AO). You will maintain all post-authorization requirements after receipt of the authorization decision or Authority to Operate (ATO). You will interact with external authorities and cross-Warfare Center committee and working groups, as assigned. You will require experience in risk management framework processes, assessment and authorization requirements, processes, and procedures. You will demonstrate the ability to organize large data packages.

  • NT-4 Cyberspace Workforce (CWF) position, work role code INFORMATION SYSTEMS SECURITY MANAGER, proficiency level INTERMEDIATE incumbent is required to obtain/maintain qualifications in DoDM 8140.03 CWF Qualification/Dept of Navy policies.
  • NT-5 Cyberspace Workforce (CWF) position, work role code SECURITY CONTROL ASSESSOR, proficiency level ADVANCED incumbent is required to obtain/maintain qualifications in DoDM 8140.03 CWF Qualification/Dept of Navy policies.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR NT-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: overseeing and coordinating Cybersecurity or IT (Information Technology) operations to include identifying, analyzing and assessing risk to prevent information system vulnerabilities. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. FOR NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing Cybersecurity or IT (Information Technology) operations to include identifying, analyzing and assessing risk to prevent information system vulnerabilities. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Education

TO QUALIFY FOR NT-4: Education may be substituted for specialized experience as follows:

  • A Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a Ph.D. or equivalent doctoral degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks; OR
  • Three full years (54 semester hours) of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or three full years (54 semester hours) of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
