Duties
You will functions as a master analyst, performing rigorous Navy and Joint mission and campaign level analysis in support of all satellite and line-of-sight communications and network program requirement.
You will be responsible for assessing satellite communication (SATCOM) requirements and programs across Office of the OPNAV codes.
You will coordinate between Resource Sponsors, the Fleet, other Services and Agencies in the development of comprehensive narrowband SATCOM architecture and Tactical OPLANs to address diverse and complex operational issues.
You will develop and execute analytic requirements agenda required to support Department of the Navyβs annual planning and programmatic cycle for leadership decisions regarding multi-billion dollar Major Defense Acquisition Programs.
You will coordinate work of civilians, active-duty military officers and contract personnel.
You will guide Navy and Joint Integrated Process Team Leads and inter-agency working groups consisting of Fleet and Programmatic experts through the critical analysis, drafting, and delivery of briefs and/or written reports to Senior-level officials.
You will identify and develop Wartime C3 architecture which include both assured networks and data strategies in response to evolving threats to Navy's access to Space and Cyber capabilities.
You will represent the organization's Assured C3, Space and Information Warfare equities at various forums to manage critical decisions among senior military and civilian leadership.
You will support capability assessments, the development of initial capability documents, capability development documents and conduct analysis of alternatives for National and Navy Assured C3 requirements processes.
Requirements

- This is a Cyberspace Workforce position, work role code Cyber Policy and Strategy Planner (Secondary), proficiency level (Advanced)
- The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- You must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information security clearance.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all the following:
Demonstrating knowledge of satellite communications (SATCOM) which should include understanding of user terminals, teleports/gateways and space-based infrastructure.
Utilizing Service-Level and Joint requirements knowledge to effectively execute planning, programming, and budgeting processes.
Collaborating with diverse working groups to propose solutions to complex issues to support the organization's mission.
Performing complex analysis to support all satellite and line-of-sight communications and network program requirements.
Applying knowledge of satellite communication (SATCOM) requirements and programs to review and develop space and communications policies and directives.
Assisting with the development of comprehensive narrowband satellite communications (SATCOM) architecture to identify complex organizational issues.
