Duties
You will be responsible to assess all submarine communication requirements and programs across Office of
the Chief of Naval Operations (OPNAV) codes.
You will guide several Navy and Joint Integrated Process Team Leads, through the critical analysis, drafting, and delivery of briefs and/or written reports.
You will support capability-based assessments, the development of initial capability documents, capability development documents and the conduct of analysis of alternatives for National and Navy Submarine and NC3 requirements validation processes.
You will set and adjust short-term priorities, and prepares schedules for completion of work.
You will assign work based on priorities, difficulty and requirements of assignments, and the
capabilities of the personnel being assigned.
You will find and implement ways to eliminate or reduce significant bottlenecks and barriers, promote
team building or improve business practices.
Requirements

- Must be determined suitable for federal employment.

- This is a Cyberspace Workforce position, work role code IT Investment and Portfolio Management, proficiency level Advanced.
- The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following:
1) Develop and execute analytic requirements agenda required to support organization's annual planning and programmatic cycle for leadership decisions.
2) Develop and present creative, innovative, fiscally achievable options to enhance or sustain infrastructure while evaluating requirements, formulate budgets, and communicate recommendations of programmatic plans.
3) Conduct reviews and analysis of contracted services and commitments to recommend continuation or termination.
4) Implements methods to eliminate or reduce significant barriers, promote team building or improve business practices.
