This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Services as a Financial Management Specialist for the Joint Activities located at Fort Liberty, North Carolina.
Duties
Serves as Financial Management Specialist for a Finance Office in a sub-unified command with responsibility for monitoring complex financial management operations.
Reviews finance and accounting transactions for compliance with regulatory requirements.
Responsible for administrative, technical, and analytical duties in formulation, presentation, and execution of all vendor pay vouchers using financial systems such as, Computerized Accounts Payable System-Windows (CAPS-W).
Plans and performs reviews, studies, and internal reviews of each financial section to improve the financial management of Command Programs.
Requirements
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires the incumbent to obtain and maintain the Financial Management Level 2 Certification.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which advising on regulatory compliance in processing payments and financial transactions in the area of Military Pay, Vendor Pay, Disbursing, and Travel requirements; analyzing financial data and reports to identify problem areas to advise and guide staff members; AND conducting audits on accounts to ensure compliance with statutory/regulatory requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
