This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Resource Management Officer for the Joint Activities Command at Fort Liberty, NC.
Duties
Provide oversight regarding fiscal policy and law, risk analysis, Internal Management Controls, civilian payroll, manpower, accounting and budget.
Establish financial policies binding upon the Command in adherence with the scope and intent of general policies, procedures, and directives.
Provide coordinated financial management, budget, accounting, systems analysis, program management, manpower and contractor analysis, and execution of total operating budget.
Exercise responsibility for the continued development, coordination and evaluation of an effective integrated resource management program between the various components of the system of financial and general management.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
- This is a drug testing designated position and requires the incumbent to complete a drug test examination prior to appointment and periodically thereafter.
- This position may require Temporary Duty (TDY) 30 days or less travel to various locations approximately 30% of the time.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
- Appointment to this position is subject to a one-year probationary period unless previously completed.
- A one-year supervisory probation may be required unless previously completed.
- THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes 1) Advising on financial/program management topics such as (manpower, accounting, budgeting and budget execution, Audit/FIAR, financial operations (Travel, Civilian Pay, Disbursing, Vendor Pay)) at the command or equivalent level; 2) Providing recommendations to programming and budgetary problems during the formulation and execution of funds in budget cycles; and 3) Performing supervisory duties such as planning work assignments, evaluating work of subordinates, and counseling employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
