The primary purpose of this position is to serve as a cyberspace specialist with responsibility to provide tactically flexible, persistent cybersecurity, and internal defensive measures for Wing's key terrain in cyberspace.

Duties

GS-09/11 Assist with the evaluation Wing-level and/or systems owners' cyberspace through functional mission analysis to identify risks and develop mitigation and countermeasure recommendations. Collaborates on the improvement and hardening the defenses of Wing-level and/or system owners' key terrain and critical assets within cyberspace. Reviews use risk-driven inputs to seek out and defend against an active adversarial threat on Air Force systems. Will be postured, empowered, and equipped to proactively defend its key terrain in cyberspace. Participates in discussions, meetings, committees, or special projects and present briefings and prepares recommendations and reports. GS-12 Evaluates and makes determinations on Wing-level and/or systems owners' cyberspace through functional mission analysis to identify risks and develop mitigation and countermeasure recommendations. Directs the improvement and hardening the defenses of Wing-level and/or system owners' key terrain and critical assets within cyberspace. Use risk-driven inputs to seek out and defend against an active adversarial threat on Air Force systems.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: GS-09 Applicants must have IT-related experience demonstrating each of the following competencies: Attention to Detail , Customer Service, Oral Communication, Problem Solving AND have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-07) level or equivalent in other pay systems. Specialized experience includes work that involves planning and coordinating the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems. OR EDUCATIONAL SUBSTITUTION FOR GS-09: A Master's or equivalent graduate degree or 2 full academic years of progressively higher level graduate education or LL.B. or J.D, if related. NOTE: You must submit copies of your unofficial transcripts with your application. GS-11 Applicants must have IT-related experience demonstrating each of the following competencies: Attention to Detail , Customer Service, Oral Communication, Problem Solving AND have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-09) level or equivalent in other pay systems. Specialized experience includes applying, advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout the agency; provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues. OR EDUCATIONAL SUBSTITUTION FOR GS-11: A Ph.D. or equivalent degree or at least 3 full academic years of progressively higher level graduate education. NOTE: You must submit copies of your unofficial transcripts with your application GS-12 Applicants must have IT-related experience demonstrating each of the following competencies: Attention to Detail , Customer Service, Oral Communication, Problem Solving AND have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11) level or equivalent in other pay systems. Specialized experience includes: planning and coordinating the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. This may include any of the following: (a) planning and scheduling the installation of new or modified hardware and operating systems and applications software; (b) managing accounts, network rights, and access to systems and equipment; (c) managing systems resources including performance, capacity, availability, serviceability, and recoverability; (d) implementing security procedures and tools; developing and documenting systems administration standard operating procedures; (e) resolving hardware/software interface and interoperability problems; (f) ensuring systems availability, functionality, integrity, and efficiency; (g) maintaining systems configuration; (h) managing the installation and integration of systems fixes, updates, and enhancements; (i) and/or ensuring the rigorous application of information security/ information assurance policies, principles, and practices in the delivery of systems administration services. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level; GS-09 level is required to meet the time-in-grade requirements for the GS-11 and GS-11 level is required to meet the time-in-grade requirements for the GS-12 level; level; . TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the principles, methods, and practices for defending base critical infrastructure and weapon systems. Knowledge of the latest advancements in technology to initiate corrective or preventative action for persistent enclave defense methods to ensure mission assurance in cyberspace across the continuum of conflict. Knowledge to identify and mitigate risk to mission in contested or degraded cyberspace environment. Ability to ensure data and information are confidential, trusted, and available; ensuring forces are resilient against a host of cyber threats; and providing proactive defense against cyber adversaries. Ability to apply methods and practices to provide systems owners with continuous monitoring and feedback on the health of systems from cyber perspective. Capability to consolidate and facilitate exchange of information between multiple cyber squadrons and system owners. Ability to communicate orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
