This position is located in the Workforce Management and Consulting (WMC), Finance and Business Operations Service (FBOS) and reports to the FBOS Director. FBOS is responsible for the development, formulation, and execution of the WMC budget and advises leadership on resources needed to meet strategic goals.
Duties
The incumbent of this position serves as a Support Service Specialist. Duties include, but are not limited to:
Serving as the VHA liaison for National Capital Region facilities management, including business operations and logistics for procurement, space, equipment, telecommunications, travel, budget, etc.
Providing technical solutions for management, procurement, and distribution of office equipment, furniture, and supplies, providing telecommunications support, administering maintenance contracts on required non-expendable property, arranging and handling internal moves, managing designing, and resourcing office space, accounting for all VACO VHA non-expendable equipment.
Serving as COR administering various types of contracts, techniques or requirements. Level 1 COR and Level II COR preferred.
Developing criteria, policy and oversees compliance for VHACO program office space allocations, utilization, non-expendable equipment, etc.
Conducting and preparing organizational reviews, studies and proposals regarding space utilization and allocation including data collection and analysis, developing and evaluating options, preparation of report findings and submitting recommendations for review and response by senior management officials.
Managing the VHA/VACO inventory of over 5,000 pieces of non-expendable equipment and assures accurate and updated information is disbursed to each staff office for review on an annual basis.
Serving as budget analyst responsible for the formulation, preparation, justification, documentation and submission of budget requirements for the department which includes monitoring obligations and expenditures of funds and summarizing data to produce an integrated budget plan for the department.
Conducting continuous liaison with representatives of other government agencies, associations and private companies for all types of office equipment and supplies.
Serving as a VHA expert on all matters pertaining to organizational realignment and space for VHA within 810 Vermont Avenue and the Export/Import Bank building.
Ensuring accurate accountability for the shipment of non-expendable equipment to other VA facilities, other agencies and moves within VHA headquarters.
Arranging training for qualified applicants, and monitors cardholder accounts to ensure compliance with government and VHA regulations.
Work Schedule: Monday - Friday; 8:00am - 4:30pm or as negotiated

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include:
Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.
Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization.
Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The primary work of this position is sedentary, however some manual labor is necessary when handling incoming supplies and equipment or during office moves or minor reorganizations.
