The Bureau of Labor Statistics measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making. The position is located in the Bureau of Labor Statistics (BLS), Office of Administration (OA), Division of Administrative Services (DAS). This position is outside the bargaining unit.

Duties

The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to Suitland, Maryland. If selected for this position, with an assigned duty station of the Washington, D.C. area, you may be eligible for limited telework with approval from your supervisor, based on onsite duties and responsibilities, while the current headquarters is decommissioned and the future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be expected to report to the Suitland Federal Center after receiving notification to do so. At that time, you may be eligible to telework with approval from your supervisor, based on onsite duties and responsibilities, and if consistent with telework policies and mission needs of BLS. Duties include but are not limited to: As the Chief of Space Management, the incumbent overseas and directs all work related to the Bureau of Labor Statistics (BLS) real property and space management program operations. Exercises managerial authority and settling short- and long-range goals and objective objectives for assigned programs. Overseas the provision of plans and designs for construction, renovation, or modification of government owned or leased facilities and the resultant program and project management of these projects and others. Space managed is hundreds of thousands of square feet and much of the space involves tight controls on access and is subject to frequent and unpredictable change in the amount of space occupied and frequency of space renovations. The files and equipment require very high levels of security. Reviews programs and projects to determine how they can be accomplished with the least disruption to workers and mission operations. The incumbent utilizes leadership knowledge and skills effectively to exercise managerial and supervisory authority for unit employees representing a wide variety of specializations. Assigns work, establishes positions, selects candidates for employment and promotion, establishes performance standards and appraises employee performance, administers an incentive awards program, effectuates employee discipline, establishes employee training programs, resolves grievances and complaints, approves employee leave requests, and approves organizational leave rosters. The incumbent provides expert analysis and authoritative advice to BLS senior management on a variety of complex project management, real property, and space management matters and issues. The incumbent develops, prepares, and justifies real property and space management operational budgets as well as initiatives and special projects. Develops briefing documents and briefs the Commissioner and other Executive Staff for meetings with the Secretary and Deputy Secretary of Labor, the Office of Management and Budget (OMB), and for Congressional hearings. The incumbent serves as a Project Manager for Agency-wide space and facilities projects with high mission impact such as availability of suitable workspace, information technology infrastructure, and physical security.

Qualifications

For GS-0342-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14 in the Federal Service. Specialized Experience: One year of specialized experience equivalent to at least the next lower grade level and the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; Ability to gain cooperation and coordinate the work of others; And skill in oral and written communications. Applicants must meet at least two of the three specialized experience examples listed below to be considered qualified: Led office space relocations or renovations for large General Service Administration (GSA) prospectus level projects. Responsibilities must have included oversight of outfitting of furniture, fixtures and equipment, audio visual, and physical security systems. Applied knowledge of the principles and practices used in the planning, design, construction, and maintenance of buildings. Developed and oversaw execution of a federal relocation or renovation project.
