About the Position: This position is located at Naval Hospital Camp Pendleton, San Diego, CA.
*Must possess and maintain a valid US State issued driver's license to carry out position related duties.
Duties
Prepares designs and specification for mechanical utilities systems and other utilities systems with mechanical components.
Prepares and submits detailed independent government cost estimates for competitive bidding.
Plans and coordinates various phases of work to accommodate the needs of hospital staff.
Performs on-site in-progress inspections of maintenance, construction and service contacts.
Resolves problems pertaining to design, construction, maintenance and repair of MTF facility systems and equipment.
Assess unusual issues involving water quality by interpreting information derived from reviews of equipment operation and water test results.
Serves as technical expert for round the clock operations and regulatory compliance of ventilation and water systems.
Monitors maintenance, inspections, testing and reporting of all hospital utility systems for compliance with The Joint Commission.
Responsible for Water Management Program (WMP).
Ensures ventilation systems are compliant in healthcare settings .
Conducts training for contractor and government personnel on proper normal operations and emergency procedures to follow in the event of utility problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
- A Personnel Security Investigation is required.
- A pre-placement medical examination is required.
- This position may require rotating shifts (i.e. work schedule that requires employees to continuously rotate from one shift to another at predetermined intervals).
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- Moderate to heavy lifting up to 50 pounds is required.
- Must possess and maintain a valid US State issued driver’s license to carry out position related duties.
- Must be able to obtain and maintain Certified Healthcare Facility Manager Certification(CHFM) within 12 months of employment.

Basic Requirements Engineering Technician (Mechanical):
Specialized Experieince: One year of specialized experience equivalent to the GS-11 grade level in the Federal Service such as; preparing designs and specifications for mechanical utilities, performing on-site inspections of maintenance and construction, and troubleshooting problems pertaining to design, construction, and maintenance within a Medical Treatment Facility (MTF).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
