About the Position: Serves as the Human Resources Specialist (Military) to the Commandant/Deputy, and Director of the Noncommissioned Officer Academy (NCOA). Responsible for a full range of personnel (military and civilian) and administrative support activities for the NCO Academy. Manages the Table of Distribution and Allowances (TDA), performance evaluations, military and personnel processing, and enlisted assignments throughout the NCO Academy and subordinate units.

Duties

Perform administrative and technical work serving as the expert on the military personnel programs, operations, or functions. Monitor and prepare reassignment orders, PCS/reassignments processing, the accuracy of IPPS-A database and Enlisted Distribution and Assignment System (EDAS), Automated and Accountability System (ATAC). Provides guidance, interpretations, training, and/or briefings on current and proposed policies for military personnel evaluation reports to a wide variety of individuals, managers, and key leaders. Prepares reports and/or briefings to inform Commandant and staff of an analysis results for use in the decision-making process or for in-progress status information. Research historical documentation for use in developing recommendations for improved operations or action processing. Coordinates training for unit personnel on the Army Records and Information Management System (ARIMS) and ensures compliance with prescribing directives. Monitor and oversee all Civilian Personnel processing actions within the NCO Academy. Manages Officer and Enlisted Evaluation Reports.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Specialized Experience: One year of specialized experience which includes: 1) Provide guidance, interpretations, training, briefings on current and proposed policies for military personnel evaluation reports; 2) Reviews all publication accounts to update based on changing unit requirements, requisitions and distributes publications to users based on internal publication accounts; 3) Monitor and oversee all Civilian Personnel processing actions; AND 4) Manage and monitor the Instructor assignment program and strength management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09) OR Education: PhD or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Administration or Human Resources Management. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
