This position is located in the Cybersecurity and Infrastructure Security Agency (CISA), Emergency Communications Division (ECD).
Duties
Typical work assignments include, but are not limited to:
Serves as an authoritative source of consultation for other managers and program specialist.
Oversees development and dissemination of materials pertinent to internal and external audiences and ensures these products are strategic, concise, relevant, consistent, and appropriate.
Establishes and maintains communication channels with stakeholders.
Works with top management to develop long-range management plans for efficient and effective program implementation and administration.
Plans and assigns work to be accomplished by subordinates, set, and adjust short-term priorities, and prepare schedules for completion of work.

You qualify for the GS-13 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties:
Managing programmatic personnel functions to maintain oversight of work performed (i.e. planning /assigning work to staff, identifying employee training needs, and evaluating performance of employees;
Applying theories and tools to measure the effectiveness and efficiency of programs, analyzing the measurement data to quantify impact; leveraging the results to inform programmatic recommendations;
Conducting qualitative and/or quantitative analyses methods for the improvement of emergency communications; and
Preparing final written guidance and decisions to explain and defend decisions or recommendations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
