The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to AF/A5/7IA, Design Integration Division, Directorate of Force Design, Integration, and Wargaming.
Duties
Plans, organizes, and directs the activities of Design Integration, ensuring that future force design integration complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and future force design objectives.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Represents the Directorate of Force Design, Integration, and Wargaming with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with senior Air Force, Joint Staff, and OSD analysts and leadership, and Congressional staffs.
Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to integrate force design into the Air Force SPPBE support actions. Provides results of studies, analyses, and evaluations to counterpart agencies to share experiences and thereby improve overall defense level planning in areas of assignment.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Must be able to obtain and maintain TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI).
- Work (and team) is distributed across two primary duty locations (Joint Base Anacostia-Bolling and Pentagon).
- May occasionally be required to work other than normal duty hours.
- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
- This is a centrally managed position.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes work involving strategizing, planning and programming principles, theories, and methodologies to advise the Director, senior staff, and OSD analysts and leadership, and Congressional staffs of concept required capabilities and force design integration. Provides expert consultation to high-ranking and other Government officials and key personnel within the Federal Government. Formulates, tests, and evaluates capacity and capability tradeoffs. Serves as an authoritative representative of the agency, the Federal Government, and to external entities. Provides management with expert guidance and recommendations for achieving the agency's objectives.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the Air Force Strategic Planning System, as it relates to Air Force goals, objectives, and capabilities; perspectives on the present and future international security environment; and methods of evaluating the effectiveness of Air Force and DoD strategy.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
4. Ability to communicate effectively, both orally and in writing.
5. Ability to plan, organize, and develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantive Air Force equities and may require extensive changes in established concepts and procedures, or may conflict with existing Air Force and Joint processes or Doctrine.
6. Knowledge and skill in analyzing and comparing personnel staffing and manpower utilization tradeoffs, fiscal strategies, and programming factors to produce fully justified options that can be presented to higher levels of management for use in defending resource decisions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDITIONS OF EMPLOYMENT: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
