You will serve as the Deputy Director of the Manpower, Accounting and Assessments (OPNAV N13M2), serving under the Director of the Manpower, Accounting and Assessments Branch (OPNAV N13M2) at the PERS WASHINGTON. Duties

You will advise employees on both work and administrative matters to improve business practices. You will produce the Officer Programmed Authorizations/Enlisted Programmed Authorizations (OPA/EPA). You will conduct major projects which concern the movement and balance of military personnel (MPN) from sea or shore duty in accordance with applicable career paths. You will Analyze manpower data systems (e.g., Total Force Manpower Management System [TFMMS], Navy Enlisted Classification [NEC] coding system) to identify enlisted billets and funding. You will Present testimony before examining and reviews boards throughout budget formulation, budget execution, and program objective memorandum (POM) phases. You will Observe work in progress to identify problem areas (e.g., workflow, work methods, processes, procedures, task distribution, overall workload, forms, record keeping) requiring resolution.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: ???????1. Assess manpower capabilities to provide an executable manpower and personnel program which ensures organization has the ability to accomplish its mission via staffing sustainment functions. 2. Developing military and civilian direct reports to cultivate critical skills in subordinates. 3. Conducting major projects which concern the movement and balance of Navy military personnel (MPN) from and to sea or shore duty in accordance with applicable career paths. and 4. Preparing programming actions within the Program Budget Information System (PBIS) and coordinating the end strength implementation into the Total Force manpower Management System (TFMMS) in coordination with the Navy's Budget Submitting Offices.
