About the Position: This vacancy exists within the office of the PEO CS&CSS. Positions will be specifically located in the PEO CS&CSS, E2S2.

Duties

Responsible for managing the preparation, documentation, and presentation of system Life Cycle Cost Estimates. The incumbent serves as a focal point for the Life Cycle Cost Estimate and coordinates those cost activities which extend beyond the assigned office. Provides guidance on the considerations and application of cost analysis and prepares cost estimates in Automated Cost Estimating – Integrated Tools (ACEIT) for the Project Manager. Maintains knowledge of current acquisition policy and major supporting requirements that relate to life cycle cost forecasting. Ensures proper application and integration of cost analysis principles with technical and engineering considerations of the program to assist in acquisition and fielding of systems. Establishes and maintains a cost-effective balance between acquisition costs, cost of ownership, and system effectiveness, and in doing, provides realistic and attainable cost estimates for all phases of the life cycle. Prepares supporting cost information for the preparation of the Program Objective Memorandum, Budget Estimate Submit, and the President’s Budget. Provides evaluation of contractor proposals and completed analysis reflecting cost and funding requirements. Maintains continuous surveillance of overall actions or proposed actions affecting the programs and ensures that cost implications are identified and consolidated in a timely manner.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectee must meet position requirements for practitioner certification in (P) Business - Cost Estimating within 60 months as of entrance on duty.

EDUCATION REQUIREMENTS (IOR): Education must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the U.S. Department of Education. A. Have a Degree in Operations Research. (Note: You MUST attach a copy of your transcripts showing you meet this requirement.) OR B. Have a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, economics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (Note: You MUST attach a copy of your transcripts showing you meet this requirement.) In addition to the basic education requirements identified above, applicant must also describe the experience you possess that demonstrates your ability to perform the work of an Operations Research Analyst at the NH-03 grade level or equivalent pay grade level in the Federal Service. SPECIALIZED EXPERIENCE: your resume must describe one year of specialized experience equivalent to the NH-02 level in the Federal service which includes: 1) Utilizing cost analysis systems such as Automated Cost Estimating-Integrated Tools (ACEIT) for Life Cycle Cost Estimate and Program Office Estimate (POE) in support of signed acquisition programs; 2) Building cost estimates in accordance with accounting laws, regulations, policies, and procedures to ensure data is accurate and in compliance with regulatory guidelines; 3) Preparing cost comparisons to ensure project costs do not exceed budget (e.g. Analysis of Alternatives (AoA), Cost Benefit Analysis (CBA), or Economic Analysis). The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (or GS-11 equivalent).
