You will serve as a LEAD FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER GROUP, BUSINESS AND FINANCIAL OPERATIONS DEPARTMENT, PEO AND HQ PROJECT SUPPORT DIVISION of NAVAIRWARCENAC DIV.
Duties
You will perform or advise on work in any of the phases or systems of budget administration including formulation of budget and estimates, presenting and defending budget estimates before authorities, and reviewing and evaluating budget requests.
You will analyze and recommend costs and benefits of alternative methods of financial management for an organization’s programs and administrative operations.
You will implement legal and regulatory controls over approved budgets, and provide advice on methods for the acquisition and use of funds to support the organization’s programs and activities.
You will distribute and balance workload among employees considering skill level or specialization, timeframes for completion, and priorities.
You will train or arrange for training of employees in team work and/or specific technical training as necessary.
You will explore alternatives and determine potential improvements in work processes, methods and procedures.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using the Navy Enterprise Resource Planning Tool (N-ERP) to input and extract financial data for budget planning, formulation and execution; 2) Providing analytical analysis to financial situations; 3) Executing funds and providing advice on sources and uses of funds while following all fiscal laws and regulations; 4) Analyzing and interpreting financial data or related information to develop recommendations to correct gaps and conflicts in the data; 5) Preparing and reviewing reports, documentation, records, data and other materials to ensure projects are expending funding properly; 6) Providing advice to team members, participating in peer-to-peer learning and mentorship, and resolving team conflict; 7) Ability to communicate orally and in writing; and 8) Distributing work based on priorities, difficulty of assignments, and capabilities of employees to support customer financial requirements.
