You will serve as a Lead Financial Management Specialist in the Comptroller Group, Budget Formulation, Justification, and Execution Department, PEO(T)/RDT&E/N/JSF Budget Division of NAVAL AIR SYSTEMS COMMAND.
Duties
You will serve as the senior liaison for the budget, accounting, or financial management policy and procedures within the organization.
You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
You will provide interpretative and analytical advice on financial transactions and program execution.
You will prepare or review responses to reviews or audits.
You will lead a team or group of employees by communicating assignments/projects, milestones, deadlines, and timeframes for completion.
You will lead a team or group of employees by coaching and facilitating in coordinating team initiatives and consensus among team members.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-12/13) or pay band (NH-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Master concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels; 2) Develop, recommend and implement budgetary/financial policies; 3) Interpret, assess and project potential impact of new/revised Congressional legislation; 4) Analyzing, reviewing, and interpreting financial execution data and resolving variances; 5) Communicate clearly both orally and in writing for the purpose of providing information and guidance to employees led and to management or customers at all levels.
