You will serve as a Lead Financial Management Analyst in the Comptroller Group, Business Formulation Justification and Execution Department of NAVAIRWARCENAC DIV. This position has a control point equivalent to GS-14, Step 10. If selected, your salary will be set as follows: $139,395 - $181,216

Duties

You will perform work in any of the phases or systems of budget administration. You will communicate the organization's strategic plan, mission, vision and values and incorporate these into the team's goals, objectives, work products and services. You will communicate assignments/projects, milestones, deadlines, and time frames for completion. You will coach team in selection and application of appropriate problem solving methods. You will provide advice on work methods, procedures, etc. to others. You will distribute and balance workload among employees considering skill level or specialization, timeframes for completion.

• This is a Financial Management Level 03 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or pay band DA-05 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Mastery of concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels; 2) Analyze national level programs; exceptionally large and complete programs; 3) Advanced knowledge of Budgets (NWCF A-11, Groups, MRTFB, Manpower, CIP, and IT); 4) Mastery of the concepts, principles, practices, laws, and regulations for formulation of budgets sufficient to analyze national level budgets and develop, recommend and implement budgetary/financial policies related to budget formulation and execution for the Command; 5) Interpret, assess and project potential impact of new/revised Congressional legislation; 6) Develops and renders authoritative interpretations of executive orders, OMB guidance within and across agency lines, and Departmental guidance; 7) Serves as the senior liaison for the NWCF NAWCAD budget; 8) Directs and/or performs continuing program execution review, analysis and appraisal of the major operating and support programs within the organization; 9) Prepares briefs for senior managers on budget formulation and execution and provides recommendations to correct variances or problem areas; 10) Provides interpretive and analytical advice on financial formulation and execution; develops format and content to provide manager with various listing, reports, and data relative to budget status, and ensures the financial integrity, timeliness, accuracy and validity of supporting managerial accounting, budget execution, and financial management reports; 11) Coordinates the development and reporting of cost/performance information in support of mission tasks for the organization; 12) Promulgates approved financial management policies within the organization based on DON policy and develops and issues implementing procedures; 13) Prepares or reviews responses to budget issues on behalf of the Command which involve financial management policy and procedure; 14) Conducts management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommends alternatives for corrective action.
