You will serve as a FINANCIAL MANAGEMENT ANALYST in the Comptroller Group, Budget Form, Just & Execution Department of NAVAIRWARCENAC DIV.
Duties
You will ensure Financial Integrity Audit Readiness and internal control compliance.
You will serve as the primary Budget Department Developmental Training SME, working directly with the Division Directors to develop training plans for the Department.
You will be responsible for the correct application of Navy ERP for review of procurement requests to ensure technical completeness, business, and fiduciary compliance.
You will serve as a senior Financial Analyst and is the primary Technical Fiduciary Expert for interpreting funding requirements, financial policy and procedures, providing guidance on fiduciary compliance for all types of customers.
Requirements

- This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.)Mastery of concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels. 2.) Knowledge is sufficient to analyze national level programs; exceptionally large and complete programs; develop, recommend and implement budgetary/financial policies. 3.) Develops and renders authoritative interpretations of executive orders, OMB guidance within and across agency lines, and Departmental guidance. 4.) Directs and/or performs continuing program execution review, analysis and appraisal of the major operating and support programs within the organization. 5.) Prepares briefs for senior managers on program execution and provides recommendations to correct program variances or problem areas. 6.) Provides interpretive and analytical advice on financial transactions and program execution.
