The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the 502d Comptroller Squadron, Accounting Section.
The organizational location of this position is: Air Education and Training Command (AETC), 502d Air Base Wing (ABW), 502d Comptroller Squadron (CPTS), FMA, Joint Base San Antonio (JBSA) Lackland (LAK), Air Force Base (AFB), Texas (TX)
Duties
Plans, organizes, and directs the activities of 502d Comptroller Squadron, ensuring that the Accounting Section complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents 502d Comptroller Squadron with a variety of installation and functional area organizations.
Participates in special initiatives, studies, and projects.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, PL 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program
- Must be able to obtain and maintain the appropriate secret security clearance
- This is a supervisory position and a one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Financial Administration and Program, Series 0501
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes reviewing and certify financial documents in the accounting systems, obligate/de-obligate funding, review financial transactions submitted by the customer and submit to DFAS for payment to individuals and/or vendors, also planning and scheduling work to be accomplished by subordinates, sets and adjusts short-term priorities; assigns work in consideration of employee skills and mission requirements; develops performance standards and rates subordinates' performance; advises employees on work and administrative matters; implements methods and procedures to improve organizational performance; and identifies and provides for employee training and development. In addition to being responsible for providing direction and supervision over work at the GS-09 or equivalent which best characterizes the nature of the basic, mission oriented, nonsupervisory work performed in the organization, and which constitutes 25 percent or more of the workload (not positions or employees) of the organization; supervised / overseen duties involve technicians performing routine accounting functions/transactions that requires the work to be analytical; i.e. clerical, technical, complex technician, professional, or other support work comparable to GS-09 that requires supervision.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as such business administration, finance, or accounting or LL.M., if related. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute budgets and financial goals in support of the mission, structure, goals, work processes, and programs of the organization.
Skill and Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
