The primary purpose of this position is to serve as the Deputy Director and exercise second level supervisory and managerial authorities over a layer of subordinate supervisors for Air Force Installation and Mission Center (AFIMSC) Financial Management (RM).

Duties

1. Plans, organizes, and oversees the activities of the Air Force Installation and Mission Support Center (AFIMSC) Financial Management (RM). 2. Exercises supervisory personnel management responsibilities. 3. Represents AFIMSC/RM with a variety of installation and functional area organizations. 4. Conducts managerial and financial reporting on the financial posture of the command and serves as AFIMSC/RM focal point and advocate for all Financial Improvement and Audit Readiness (FIAR) activities.

  • PCS expenses if authorized will be paid IAW JTR and Air Force Regulations. This is a Centrally Managed position under the Financial Career Field
  • This is a Financial Management Level 3 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.
  • The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.
  • 1 of 3: 1. This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established tour limitation of36-60 months as determined by the Career Field Team and Career Field Manager.
  • 2 of 3: Employees must sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of employment.
  • 3 of 3: This addendum is effective 1 March 2014 and will be utilized upon incumbent's exit from the position and from that point forward whenever the position is filled.
  • Incumbent may be subject to recall during other than normal duty hours and may be required to work overtime
  • This position meets the executive exemption criteria for the Fair Labor Standards Act (5 CFR 551.205).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes that I have or will have within 120 days of this announcement closing one year of specialized experience equivalent to at least the GS-14 level in the Federal service. Specialized experience includes the ability to work command wide long range financial management planning and control, cost estimating, accounting, budgeting, and audit and readiness activities; executes annual budgets while implementing financial policies and procedures; provides and coordinates work for subordinates and recommends selections for non-supervisory subordinate positions. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: l. Mastery of budgetary and financial functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
