The primary purpose of this position is to Performs financial analysis with responsibility for all aspects of planning, analysis, formulation, justification, presentation, execution and review of all appropriations associated with programs assigned.
Air Force Life Cycle Management Center (AFLCMC), Cryptologic and Cyber Systems Division (HNC), Joint Base San Antonio- Lackland, Texas.
Duties
Responsible for planning, programming, scheduling, budgeting, evaluation of cost and schedule performance, status-management reporting, reprogramming and other financial management functions related to assigned programs. Products include design-to-cost, the acquisition portion of life cycle cost analyses, annual estimates, budget estimate
Analyzes budgetary requirements and prepares budgets. Provides advice and guidance to program managers on the
interpretation of budget policy and the formulation of budget requests in support of the five-to-seven year system development cycle.
Translates raw requirements data submitted by program managers into comprehensive resource exhibits/narratives for timely submission into Planning, Programming and Budgeting System (PPBS) resource cycle for the purpose of achieving balanced information operations resource programs and effective execution of available resources.
Accurately addresses variances between programmed and actual execution rates after meticulous analyses and coordinations with program managers or other DoD and Federal agencies.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and requires access to Top Secret to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).

Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: extensive knowledge of (1) the federal budget process and the DoD Planning-Programming-Budget-System (PPBS) to develop long-range and multi-year budgetary plans to finance the development and acquisition of major systems; (2) the budget policies, precedents, goals, objectives, regulations,
procedures and guidelines of the Air Force; (3) knowledge of accounting procedures and practices, and cost estimating procedures. This position requires detailed knowledge of DoD, Air Force, and AFMC program management policies and objectives. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques and methodologies pertaining to analysis of financial data.
2. Knowledge of DoD acquisition requirements, development and approval processes.
3. Knowledge of the requirements, techniques, procedures and practices of generally accepted accounting principles and standards.
4. Skill in formulating, justifying and/or analyzing financial requirements of the assigned program.
5. Ability to communicate, plan, organize work and meet deadlines.
6. Ability to gather, assemble and analyze data using financial systems to prepare budget estimates, develop alternatives and make recommendations to resolve budget/funding problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
