The primary purpose of this position is to function as the chief of the Financial Management Analysis (FMA) flight with responsibility for the full complement of installation accounting support activities, budgetary operations and costing functions for 502d Air Base Wing (ABW); providing broad planning, problem solving, and other technical advice to the 502d ABW accounting, budget, and cost personnel; 502d ABW Resource Advisors, and the 502d Comptroller.
Duties
Supervises civilian and military employees performing accounting, budget and cost duties.
Responsible for budget formulation and execution to support mission requirements and detailed analyses of programs in order to make resource recommendations to decision makers.
Provides advice, assistance, and guidance on accounting, budgeting, and costing and other related information.
Responsible for integrity and accuracy of accounting database, performs oversight of systems management and administration, and utilizes available financial systems and other software tools to produce and analyze accounting and budgeting data.
Conducts managerial and financial reporting of the accounting and budget posture of the ABW.

- This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012. Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- Incumbent shall comply with the requirements of this certification program.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- Must be able to obtain and maintain a Secret Clearance.
- This is a supervisory position, a 1-year probation period is required if selected.
- Position is centrally managed. Centrally funded PCS is authorized if not 100% telework.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience involves direct technical and administrative direction and provides oversight of related financial services for the 502d AFW installation's financial resources and provides advice to management concerning the most efficient means of obtaining, scheduling, and distributing funds among the large, complex multi-mission installation of JBSA. Involves major recommendations and decisions for budget formulation and execution to support mission requirements and provide detailed analyses of programs to include cost studies in order to make resource recommendations to the commanders and managers with options for improving the efficiency and effectiveness of operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and skill in the application of DoD, Air Force, MAJCOM, and installation accounting, budgetary and financial methods, practices, procedures, regulations, policies, and processes. Which support the analysis and administration of the accounting and budget programs. Broad knowledge of AETC structure, missions, programs, and organizational relationships, as well as policies and guidelines concerning appropriated funds financial issues.
Knowledge of a wide variety of accounting and budgetary methods, policies, practices, procedures, processes, regulations, and precedents. Knowledge of a wide range of sources, types, and methods of funding. Knowledge of the accounting systems and related documents used to gather and analyze budgetary information.
Knowledge of the sources of funds and of financial and budget guidelines, such as new or revised legislation, Programming Decision Memoranda (PDM), the Program Objective Memorandum (POM) process, and Resource Management Decisions (RMD).
Skill in interpreting financial data and drawing conclusions. Skill in interpreting accounting financial indicators (and metrics), determining root cause, and implementing corrective processes/procedures to improve accounting financial indicators in the future.
Knowledge and skill in formulating, justifying, and/or analyzing financial programs and requirements. Ability to communicate both orally and in writing, to justify, defend, present, advocate, and/or advise on financial processes, actions, and decisions.
Knowledge of civilian personnel procedures and supervisory techniques. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization. Knowledge of Financial Improvement Audit Readiness requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
