The primary purpose of this position is to serve as first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Crypto Sustainment and Procurement Section, Financial Management Branch.

Duties

DUTY 1: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. DUTY 2: Exercises supervisory personnel management responsibilities. Responsible for formulating, justifying and defending positions on the total assigned budget. Analyzes authorization and appropriations legislation for impact on assigned programs or funds. DUTY 3: Represents the branch with a variety of installation and functional area organizations. DUTY 4: Serves as the financial management advisor to the Division and as a technical authority to all levels of management, contractors, and their activities.

  • A bachelor's degree in business administration, economics, finance, or a related field or the equivalent is highly desirable. Graduate work or an advanced degree in a business-related field is desirable.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Supervision Management" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include the ability to ???provide a general outline of the concepts, methods and goals of budgeting to be followed and consist of broad budgetary guidance, such as circulars, directives, and regulations issued by the Office of Management and Budget; judicial decisions, Comptroller General Decisions, and similar precedents specific to the budget and programs of the employing agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of all aspects of financial management related to acquisition funding, budget formulation/development/execution, cost estimating/scheduling, and associated cost analysis involved in complex, high-risk programs related to the development, acquisition, and sustainment of electronic and aeronautical weapon systems, subsystems, and equipment. 2. Ability to develop, manage, control, and evaluate financial management, budgeting, and costing methods, practices, processes, and related automated systems. In addition, skill in analyzing, combining and consolidating budget estimates of subordinate components and programs into a budget document which reflects the balanced, multi-year funding needs of the agency or organization. 3. Knowledge of safety and security regulations, practices, and procedures. 4. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 5. Ability to communicate effectively, both orally and in writing. 6. Expert knowledge of agency and DoD budget execution policies and procedures in order to recommend to DoD, 0MB, and/or Congress requests for reapportionments, supplemental appropriations, deferrals, and rescissions of funds. 7. Skill in designing and conducting comprehensive management studies, and preparing solutions to especially broad, important, and severe management problems. In addition, comprehensive knowledge of command, agency, OSD, 0MB, and Congressional manpower and budgetary processes and financing methods. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CONDITIONS OF EMPLOYMENT CONTINUED: This position is Acquisition Category K Level III and incumbent must meet appropriate certification requirements IA W the Defense Acquisition Workforce Improvement Act (DA WIA) no later than 24 months after accepting this position. Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. Incumbent is required to submit a Financial Disclosure Statement, OGE-450, 5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Disclosure Report upon entering the position and annually, in accordance with DoD Directive 550-7-R, Joint Ethics Regulation, dated 23 March 2006. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence related Special Sensitive Information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. The incumbent must be able to obtain and maintain the required security clearance. This is a Financial Management Level 2 Certified position IA W the national Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
