About the Position: Assists the Director of Human Resources and Specialist in planning, coordinating, and performing activities related to human resources (HR)/personnel, manpower, records management, security administration involving approximately 1,300 employees.

Duties

Provides administrative advice and assistance to the Command Group, directors, division chiefs, and branch/section supervisors in planning and accomplishing requests for personnel action (RPAs). Plans, develops, and provides administrative personnel management assistance to the organization in coordination with the Civilian Personnel Advisory Center (CPAC). Initiates and tracks RPAs and inputs actions involving both Federal Wage System and General Schedule positions. Develops reports on personnel requirements for new functions.

  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Utilize Human Resource system databases, and related software in order to retrieve automated data for reports and studies. Identify management barriers and/or problems that adversely affect employee career growth opportunities for Career Program-10. Apply a standardized range of methods, principles, and practices commonly used in the recruitment and placement process; and knowledge of the occupational design of positions within assigned organizations. Prepare briefings sufficient to obtain information about organizational missions, functions and work procedures in order to develop solutions. Implement policies and procedures of both short and long term nature to govern various program initiatives for Career Program 10. Communicate effectively both orally and in writing in order to develop original material. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, or Human Resources. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: Have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes advise on a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices. Conduct Human Resource Management utilizing automated systems, employee development, classification, and intern programs in order to solve problems within the organization. Utilize Human Resource system databases, and related software in order to retrieve automated data for reports and studies. Identify management barriers and/or problems that adversely affect employee career growth opportunities; and advise management on the implementation of standardized practices and principles for incorporating career development strategies into the workplace to remedy such obstacles for Career Program-10. Apply a wide range of methods, principles, and practices commonly used in the recruitment and placement process, and knowledge of the occupational design of positions within assigned organizations. Prepare and deliver briefings sufficient to obtain information about organizational missions, functions and work procedures in order to develop solutions. Implement policies and procedures of both short- and long-term nature to govern various program initiatives for Career Program 10. Communicate effectively both orally and in writing in order to develop original material. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, or Human Resources. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
